'general failure' message when attempting to open hyperlink?

When I click on a hyperlink in an email message I've received, the message
"General Failure...Application not found" appears. This began happening
recently, out of the blue.

Is there a setting that needs to be changed? Any other thoughts as to how I
can correct this? Thanks!

This is a default browser problem. In the cases I've seen, the problem was
solved by setting IE to be the default browser using "Set Program access and
Defaults" (Default Programs in Vista), or by using the "Programs" tab in
"Internet Options":
