Generate a report of available timeslots?

I do all my calendaring in Outlook, but I'm frequently asked for my
availability (e.g. to schedule telecons) by people at other companies
(they can't pull up my outlook calendar).

I find myself manually generating my availability by hand, e.g.

Week of 10/29:
M: 1000-1200
1400-1500
T: 0900-1100
W: 0900-1330
1500-1700

Is there some automated way to accomplish this?

Ideally I'd like to be able to select a range of days, a minimum
timeslot length, and the timezone for reporting times.

Outlook 2007 does this for you and even generates a nice email message you can send. Earlier versions have no such built-in feature.
