Generate access database from data dictionary

I have an Access database that is in fact a data
dictionary (eg one field is 'Variable Name' and is
populated with all the variables).

I am looking for the easiest way to use this metadata to
generate an access database/set of tables that is a
replica of the original database described by the data
dictionary. The original database is in a very old
proprietary software app that from which it is next to
impossible to replicate.
