Generating a Table of Contents with Rules in Word 2007

The Table of Contents (TOC) for an installation guide I am updating includes
rules before each Heading 1. However, the rules do not show up in the TOC if
the previous section in the document does not have a Heading 2 style applied.
Sometimes a section just doesn’t have any other headings besides Heading 1,
but I need to have the rules appear in the TOC. How can I do that without
making up a section for the Heading 2 style?

I tried to recreate the TOC below. Section 5 does not have a rule because
Section 4 in the document only has the Heading 1 style applied. If Section 4
had a Heading 2, then the rule would appear. Appendix A and Appendix B do not
have rules because the previous sections do not have Heading 2 styles.

I know this is confusing. Any advice will be appreciated.

It sounds like the "rule" you're using is a top paragraph border applied to
the TOC1 style. The top and bottom paragraph borders do NOT appear between
multiple paragraphs of the same style. When a block of paragraphs are
formatted with the same border style, the border only appears on the top (or
bottom) paragraph of the block.

What you need to do is modify the borders for the TOC1 style so that there
is both a top border and a middle horizontal border. Open the Styles window
(Alt-Ctrl-Shift-S). Select two paragraphs of the TOC1 style, right-click on
the style name, and select "Modify." Then click the "Format" button and
select "Border..." Make sure that both the top border and the middle
horizontal border are selected.

That should do it.
