generating site map by pointing to files on a file server

I am trying to generate a site using Visio 2003 (professional), I browse to
the file on my c: drive (file://C:\Website\default.htm), click ok and I get a
message:
"The URL file file://C:\Website\default.htm is not valid. Please enter a
valid URL."
Any ideas why this is not working?

This is an issue we are aware of with Visio 2003 and Internet Explorer 7
when the address is using File:// and not Http://. It should work if you
have the file on a web server and access it with HTTP. Issue only occurs in
2003, not in 2007. At this time, there are no plans on fixing this in 2003.
