generating the outlook profile automatically

Hello,

i want to write a logon script that generates the Outlook2003 profile
automatically for each user when he logs on to his terminal server
session the first time (the servers are W2K3 terminal servers).
Therefor i created a cmw file with the custom maintenance wizard
(maintwiz.exe) from the office 2003 resource kit.

The profile can then be created with this command line:
MaintWiz.exe /c Outlook2003-Profil.CMW

The creation of the profile works fine when the user has
administrative rights .
It also works without administrative rights when he logs on directly
at the console (that means not via ICA or RDP).

My problem is that the creation of the outlook profile fails when the
user logs on to a remote session (whatever RDP or ICA is unimportant)
without administrative rights.
When i log on as ordinary user without administrative rights on a
remote session and i type "MaintWiz.exe /c Outlook2003-Profil.CMW" at
the command line i get this message box:
"Only administrators have the right to add, remove or configure server
software while logged on to a terminal server remote session. Ask your
network administrator if you want to install or configure software on
the server."
(This is a german english translation)

As written above it works fine with administrative rights from
everywhere including on remote sessions or without administrative
rights directly at the server console. So the message tells the truth.

But i need these outlook profiles generated on remote sessions. I
already activated the policy "Allow CMW files from any location to be
applied." without success. I also installed office 2003 from a
administrative network share with a CMW folder in which the
maintwiz.exe and the CMW file are located as recommended by microsoft.
Also without success.

I'm running out of ideas.

Perhaps someone has a solution.
