Generic Resources and the Publishing Process

Hello all,

We are currently implementing MS Project Server into a very large
organization (10,000+).

We are having an issue around the publishing of draft project plans.
When a project manager is developing a project plan and puts generic
resources into the plan in order to develop the number of work hours
for tasks and plays around to get these set-up, even if the plan is
not published, resource updates get sent to Resource Manager and the
plan is now available to be seen by everyone higher up in the RBS.
This, to me, seems a little ridiculous. Am I right to assume that
Microsoft felt all plans would be perfect the first time they were
developed or, do they expect all project managers to work offline,
save projects on their desktop and then, once the plan is perfect,
save and published the plan on the server while replacing local
resources with Generic resources? Can someone speak to how this
process is truly supposed to work?

Also, with what I've mentioned above, is the ability to identify
resources as Proposed or Committed really just a useless feature
except to keep the proposed resource from receiving an actual task
assignment?
