Is purchasing the "Microsoft Office Language Packs 2007" the only
option to add the German spell checker functionality to English Office
2007?

Hello,

Yes, for the English version of Office 2007, if you wish to get the German
speller, you need to purchase the German Language Pack for Office 2007 (which
you can get from Office Online, e.g. here:
http://office.microsoft.com/en-us/suites/FX102113661033.aspx)

Note that the German language pack also includes a German thesaurus, a
grammar checker, a hyphenator and a context-sensitive speller, in addition to
the spell-checker.
