get error: interface not registered when trying to email from onen

I installed office 2003 and onenote 2003, when emailing an onenote page I get
error message interface not registered and can not send email

In Internet Explorer Tools/Internet Options/Programs is Outlook listed as
your Email program, or have you designated it as the default program?
