Getting a Digital ID

I have seen this on every machine testes so far.

When trying to get a Digital ID, I go into Outlook XP and
click the button "Get a digital ID". Then Outlook crashes
and sends a crash report to Microsoft.

I have checked several places for information on this
with no luck. I have the latest Office Service Packs and
updates.

If anyone has any suggestions, please let me know.
