Getting a picture/graphic embedded into Word

I am trying to create a letterhead in Word for everyone in my office to use
as a template for correspondence.
I know how to import a jpeg, but I want it to 'sit' at the top of the
document and be embedded into the document so that it cannot be altered by
another user and can therefore be typed onto as a template.
I would really appreciate some help because no one seems to know how to do
this, and I KNOW it can be done!
