Getting error 16409, 26000 when publishing proposal assignments

Everytime I try to save and publish assignments to a proposal in Project
Server 2007 the queue has the error 16409, 26000. I cannot find any
documentation on this error and would like to get it resolved.

Download the Microsoft Office Project 2007 SDK. although is almost still
useless you can find there these errors.
16409 - Invalid format for SharePoint Web URI.
