Getting Error Project Server while connecting to the project serve

Hi,
I restored the project server database and when I tried to connect to the
project server I was successfully able to login as an Admin but the project
server was not showing the projects in the database. I performed all the
steps as mentioned in the following link

After trying evrything I reinstalled the project server and also restored
the database now when I lauch the "configure MS Project Server" I got the
error as follows.

"Project was unable to log you on at this time because the Project Server
database cannot be accessed. Please try again later or check with your
Project Server administrator. (5001)"

I have tried the steps mentioned on the Microsoft site

and when I run the Editsite application and selected the "Test" Option it
says that
Database : Failed

The porject server login failed. Please check your connection information.

I am totally new to the Project server so can anyone help me how to resolve
this issue??

I assume you are using Project Server 2003...

What steps within KB839773 did you follow? All of them?

When you restored the Project Server database (the first time), did you
restore it on top of the existing database, or to a different database?
