Getting linked on other Websites ? help

What is the best way to get your link on
other peoples Websites ? Clearly I need to
promote my site, and I do not know how
to get my link on other people's sites which
would increase my ranking. Can someone explain
some of the best techniques to achieve this.

The best way I know is to look for sites related in subject matter to yours,
and email their owners politely asking if they would be interested in a link
exchange (your link on their site, their link on your site).

But make them personal emails, using a name wherever possible, so that your
email isn't treated like spam.

Have at least a page on your own web site where you can place links to
"Related Web Resources" or something like that, and maintain it.

There are hosted link management solution, and scripts you can install
yourself, if you want to get more automated about maintaining your links.
But that might not be necessary if you're just working toward a page of 10
or 20 links to start with.
