Getting report footer to not start new page

I have long report footer, about half page.
It always starts a new page. I need it to folow imedatly after the last
section of the report, no spaces. I am exporting the report to a txt file.
I have tried setting keep togheter to no.

Any way to stop it from starting a new page.
