Your description of "three-key thingies" suggests one possible reason for
failure in the case of ñ. If you are pressing all three keys at the same
time, then that is your problem. You must press the setup key first (Ctrl+~
in this instance), then the letter (n or N).
The keyboard shortcuts for ¿ and ¡, on the other hand, are in fact four-key
ones, and I can confirm that they work in Word 2003. They are, however,
described a bit misleadingly: the Insert Symbol dialog says Alt+Ctrl+? and
Alt+Ctrl+!, but what this works out to is Alt+Ctrl+Shift+/ and
Alt+Ctrl+Shift+1; if you forget to press the Shift key as well, they won't
work.

The three-key thingies for n w/ tilde, upside-down ? & !, u w/ two dots on
top do not work on any of them. The keyboards are International, languages
English(Amer) and Spanish (Modern Sort). I use the ALT+ 0225=á,etc. to get
what I need in 2000 and XP, but this does not work in 2003.
