giving permanent location to image on index and all pages.

I wish to place an image, slightly to right and down from top left corner of
page. This will be part of Header & used on all pages of Website. It's in
JPG, i turned it slightly in word 2003 and it is also now in my images
gallery . I can place it fine, when I save it, it moves to a different
location slightly to right and down from where i want it. I've tried it with
and without absolut positioning. I use win ex pro & frntpage 2003

Display problems are very difficult to diagnose without seeing the page.
Absolute positioning is usually doomed to failure - but that depends on how
the rest of the page is built, as does any other solution.
Is the page fixed width? Centered? Elastic? Combination of these?
Is the header positioned? Table layout? CSS layout?

We must see the page. A link will help.
