Global address book not displaying in outlook

I have a user that is going to the Global Address Book but there is nothing
there. using 2003 exchange server and on local PC outlook 2003. If i log into
the same PC as Admin the GAL is there and if the user logs into a different
PC the GAL is displayed. How can i fix this for the user?
