global blog - in outlook (2003)

Is there a global blog feature in Outlook? This would allow many users from
many different locations manage projects. There would be project leaders or
admins that have overall control but basically each person posting can manage
his/her own content added and have additional marking features to identify
the content. Like a question, customer input, general coment, suggestion and
so on. In additon to this have it be able to hold added content. Like a copy
of an email from the customer or an excel file. with built in viewer
capability so that people do not have to have the software to view native
microsoft objects. I believe a common stomping ground for projects located
within a company but driven by an already known technology would add a more
robust feedback driven communication set. It would also allow for data to be
centralized and possibly help reduce duplicate email traffic. If the
information flowed to one place to where all or certain people had access it
would be more cost effective on bandwidth. And it has the added benift of not
having to delete your inbox. I could write down a full list of capapbilites,
but these are the simple ones.

What are you talking about? Outlook is a client, not a server product.
Pretty much all of what you are describing can be done in SharePoint.
