Global Contact List(Public)

I have recently imported a .pst file which only contained contacts into my mailbox on the exchange server. I then moved it out of my mailbox and into the "All Public Folders" directory. I want this list to be available to everyone on the network, which it is at this point. I would like to make distribution lists with the contacts that are in this list, but it is not letting me do so. I get an error saying that the folder is unavailable or that it has been moved

Is this something that can be done? Am I doing this wrong? Can someone please help me

I think we need some clarification here. You created a public contacts folder and moved items into it, right? What are the steps to get the error you're seeing?
