Global IME and Language Packs

I have office 2003 Enterprise. I'm trying to install the Global IME. In
addition, I'm trying to install Chinese(traditional and simplified) and
Japanese. The language pack addons give me an error message that I need
Office XP but I have it. Can you make some comments about this?

Although there was an Office update to the phonetic IME released in 2004

for Windows XP there are IMEs available from Windows itself. In the control panel Regional and Language Options, from the Languages
tab enable the 'Supplemental language support' for 'East Asian' languages then in the same 'Languages' tab use 'Details' to enable
the Asian input language you want and include keyboard shortcuts to switch language keyboards.

In Start=>Programs=>Microsoft Office=>Microsoft Office Tools
use the Language setting tools to add the languages to Office to be available for input through the IME. You may need to use
Tools=>Speech in Word to activate the language bar and the input switching.
