Global.mpt problems with MSP 2003

I am having the same problem as many people in this newsgroup -- after installing MSP 2003 I get the message "Project could not open Global.mpt" with the suggestion to re-install, repair, etc

I have tried all the suggestions that I have seen so far
Search for and delete every global.mpt on the c: drive (done
Make sure you are installing with Administrator privileges (yes
Un-installing my virus software, installing MSP and re-installing virus (done

still no luck. What should I try next

I am running Windows 2000 and have had earlier versions of MSP on my system. I had uninstalled them before attempting the MSP 2003 install
