Global Permission 2007 - New Project

Hi,

We have an issue with controlling projects that get put on the Project
Server (2007).

We would like the Admin to be the one who controls the project files that
are permitted to be on the Server (2007). By having the Admin place the
files on the server they become the initial owner of the file, then we should
be able to transfer ownership to the PM so that they can take it from there
and manage it as this see fit.

However, this is not a scenario that is handle eliquently by Server because
it doesn't seem possible to do transfer file ownership unless the group that
the PM belongs to has the "New Project" permission enabled. We don't want
this!

So, at least one workaround we see is to enable the "New Project" permission
long enough to transfer the ownership to happen. Are there any others out
there that you can suggest?

Unfortunately, I don't believe there is any elegant software solution to
your situation. Turning the "New Project" permission on and off is clumsy
at best, and a time waster for your Project Server administrator. If it
were up to me, I would simply make this a training and performance issue,
mandating that PMs do not create new projects in the Project Server system,
and then hold them accountable for this behavior. But then again, that's
just me! :) Hope this helps.

The large the organization the more difficult to make this an effective
training point. "Pay me now or pay me latter" comes to mind regarding the
clumsiness of the of the solution.
