Global Resource Pool and remote users

I have a remote project manager who has a poor connection the global resource
pool. It takes 5 to 15 minutes to process his team building requests.

Any ideas on how to improve performance? Obviously the first thing we're
doing is upgrading the network, but that may take quite a while to fund.

Are there SQL Server tuning strategies?

The Microsoft recommended solution for this (and nearly all other remote user)
problem is to set up a terminal server.

As an experiment, you might try enabling remote desktop access to a system on
your local network. Set up the permission so that only your remote user can
access the service. The have your remote user connect to the remote desktop
and open the project from the local system. Your startup delays should largely
disappear.
