gohst reset of permissions to objects

We have recently been experiencing problems with the
permissions for an ACCESS 2000 database.
The Database is networked and shares its MDW with one
other database (we own both, so no conflicts).
Every so often, for no reason we can trace the permissions
assigned to the specific groups we established are wiped
out and the default USERS group gains full permissions to
all the objects.
Only two people have Admin rights, and we have checked
that we didn't accidentally nuke the permissions.
The only clue we have is that occasionally the database
reports it self as needing repairs, or as being locked
exclusive by a non Admin user, and everyone is locked
out.
Examining the tables shows no corruption.
Copying or repairing the database gets things back up, but
as noted we no longer have the correct permissions
structure.
Has anyone seen anything like this, and does anyone have
any ideas on how to solve or track what is going on.
