If I can move over my Excel 98 to my new hard drive, will
2003 update my 98 version?

Do you mean xl97, xl2k or xl2002 or xl2003?
(Excel 98 is for a Macintosh)

As a general rule of thumb, it's usually easier to reinstall software from the
original distribution disks (CD).

There's lots of things that get touched and it would be a real pain to move an
application manually.

(There are programs available that say they can move the application (and all
related DLLs) and update the registry, but I've never used any.)
