Subject: Access 2007: Add-Ins don't appear on toolbar

I've built a database for a client in Access 2003. Moving to 2007, the
custom menubar I designed appears by clicking 'Add-Ins' from the toolbar
('Home', 'Create', 'External Data', 'Database Tools', 'Add-Ins').
However, one user doesn't see 'Add-Ins' on the toolbar (all others do).
There must be a setting that needs to be tweaked, but I can't find it.
Can someone steer me in the right direction?
