Hello Dave,
Based on my understanding, the pagination algorithm you referred to means
the algorithm of placing text and floating objects on pages in such a way
that each object appears close to, but not before, its text reference.
Right?
I find some papers for your reference:
On the Pagination of Complex Documents
http://www.pi6.fernuni-hagen.de/publ/tr234.pdf
Optimal pagination techniques for automatic typesetting systems

a ppt (Text & Document Layout)

The pagination problem should be a hot research topic. You may find more
references if search it online.
Last but not least, I have to let you know that the newsgroup is not a good
place to discuss research topics.

Note: The MSDN Managed Newsgroup support offering is for non-urgent issues
where an initial response from the community or a Microsoft Support
Engineer within 1 business day is acceptable. Please note that each follow
up response may take approximately 2 business days as the support
professional working with you may need further investigation to reach the
most efficient resolution. The offering is not appropriate for situations
that require urgent, real-time or phone-based interactions or complex
project analysis and dump analysis issues. Issues of this nature are best
handled working with a dedicated Microsoft Support Engineer by contacting
Microsoft Customer Support Services (CSS) at
