Good Web Host

I am unhapy with addr.com as the host of my Website for quality and
"uptime" reasons. They only charge me $10 a month, but the savings
are not worth the times when I cannot upload my Frontpage changes
because they have to reset the Frontpage extensions and the times when
I cannot receive my e-mail for whatever is their excuse de jour.

I would appreciate a recommendation or a link to a newsgroup that
disucsses the quality of Webhosting ISPs. A friend of mine pays about
$35 a month for hosting of his site by Earthlink and says he is happy.
