Grammar check in Office Pro 2007 incorrectly flags usage

The word "to" in following phase was flagged, even though the usage is correct:

"In all fairness, our best was better than average compared to many States,
but is this good enough?"

The suggested replacement was "too."

It does that because of the word "many". It knows that "to many" is a common
mistake, so it assumes that every "to many" it sees is probably wrong, and
that the user meant "too many". Eventually, we'll have grammar checkers that
are smart enough to know the difference... not yet, though. That's why I
keep the grammar checker turned off. I find that the contextual spelling
check in Word 2007 is good enough that I leave it turned on -- it checks for
errors, as opposed to ignorance. But, the grammar checker doesn't seem to be
all that bright. When I've enabled it, it routinely urged me to commit many
more mistakes than it ever prevented me from making.
