Graph OLE Linked objects

When attempting to open an Access file that has a graph in the report, or
when attempting to add a graph to a report in design view, an error is
returned and the graph cannot be created or displayed. I have found the error
code to be 2737 though nothing appears in the event log.

The error is:
Microsoft Access can't find the file containing the linked OLE object you
tried to update using the OLE/DDE links command.

This is happening on a computer running windows 2003 server. We are unsure
of what application may have caused this change but it is local to this
machine only. Users from other machiens can open this graph without a
problem. I have created a new administrative user and attempted to open
locally with the same error. I have uninstalled all Office XP components and
rolled back to Office 2000 with the same error. I have removed all components
and installed Office 2003 with the same error. I can find no solution to the
problem. Any assistance would be appreciated.
