graphics - crappy load

I've created hover buttons from two related jpeg graphics. One small jpeg is
the normal button and a different small jpeg is the rollover button. When the
pages load, these buttons take a longer time to load than the rest of the
page revealing an ugly white rectangle where the button will load.

How do I fix this so these buttons come up immediately (like the other
non-button jpeg graphics I have on the page, which load up immediately)? or
how do I at least get the space underneath the button to match the background
color of the page (black) instead of being white?

I've already tried making the file sizes smaller.

Don't use Java Hover buttons, as the JVM must load first and many users of Windows XP / IE6 do not
have the JVM by default, so will not be able to see or navigate your site.
