graphics jump around

I use Word 2002 for large documents that contain both
text and graphics. The graphics are anchored to a caption
that appears below it. After I place the graphic, I go
into "Format Picture" to "Center" it horizontally to
the "Column" and then vertically, I place the absolute
position to "0" below the "Line". Graphics placed in the
middle of the page may move a little, but they generally
stay in the same place.

However, if it is at the top of the page and I try to
resize it or just simply move it, it will move up into
the header and stick there. When I go back into "Format
Picture", the vertical alignment will be -7.38 or some
other negative number, so I have to set it back at zero
and it falls back down into place. I have tried inserting
my graphics as both a picture and an object, but still
have this same problem on a continual basis.

Is there anyway to set the graphics so they stay where I
originally place them? I have tried numerous settings for
the vertical alignment, but I seem to run into this same
problem. Any help would be appreciated.

FYI, my wrapping style is top and bottom with a -.1"
distance from text at the bottom of the graphic.

graphics and stay with INLINE whereever possible. Annoying, hey.
