There are two ways to do this:
1) In a Table
2) With Inline picture and tabs.
The first way is simpler:
1) Create a one-row, two column table. Turn off the border lines so it
becomes invisible (but on the Table menu, switch on "gridlines" so you can
see what you are doing).
2) Insert a picture in the left cell. You must set the Text Wrapping of
the picture to be "Inline with text" to place the picture "in" the table
rather than "on top of it". After you insert the picture, right-click it:
it should already be "Inline with text if your preferences are set
correctly. If not, change it.
3) Type your text in the right cell. When complete, hit Tab to create a
new row.
You can add, copy, and move rows in a table.
This approach is suitable for short documents up to about 100 pages. Beyond
that, Word slows down badly unless you split the table into chunks no larger
than about 20 pages.
To use Inline pictures and tabs:
1) Create an empty paragraph.
2) Format it with a style other than Normal
3) Modify the style to have a single tab, far enough across the page to
make room for the picture.
4) Go to Word>Preferences>Edit and set "Insert/paste pictures as" to
"Inline with text".
5) Insert a picture.
6) Hit a tab
7) Type some text
8) Hit Enter to create a new paragraph.
Repeat as necessary.
The setting Inline with text sets the picture into the text as though it was
a very large single character. So it is actually "in" the paragraph, moves
with the paragraph, and can be moved around the document like any other
paragraph.
The second technique is more complex to set up, and takes a little more
practice to use. And it's less flexible: it allows only one line of text,
and works only if you want the picture in the left margin at the beginning
of its paragraph. If you want more lines of text, you have to set the
picture Wrapping style to "Right" and check "Move with text". Things will
move around when you do this, it is difficult to control.
However, it works well for a document of practically unlimited length (up to
around 2,000 pages or so, then you have to split the document).

I would like to format a document for a long list of items that include a
photograph on the left and a paragraph of text on the right for each photo. I
want the photo to be tied to the particular paragraph. Then, I want to be able
to insert a new photo and paragraph anywhere in the document that moves the
remaining photos and text lower in the document. How would I go about that?
