graphics .wmf file not appearing for some users

Hi, everyone. We're using Word 2003 on Windows XP.

In our company templates, we've inserted (into the headers and footers)
..wmf files for the corporate logos.

I've heard from a couple of users that they're unable to see the logo
graphics in the files. The graphics do not print or display on the
screen for those users.

Word isn't generating any error messages when the users access the
templates.

The users are using the "Print Layout" view.

I've checked that the following settings in Tools > Options > View:

.. picture placeholders: OFF (not checked)
.. Drawings: ON (checked)

The graphics display/print just fine for about a dozen other users that
I've checked with. Plus, the files have been in fairly wide use for
several months--if there was a widespread problem, I probably would have
heard about it by now. So I'm wondering if these users have configured
Word in particular ways to cause this problem to happen. Other than the
Tools > Options > View setting, is there any other place in Word that
controls whether images are displayed?

Our IT people were able to figure out some of this, but not all of it.
Here's what the IT guy said. Does this added information maybe clue
someone in about why this behavior is happening?

IT guy said: On my machine, to be able to view the
logo you have to go to View > Headers and Footers.
Then when that toolbar comes up, it inserts the logo.
Closing the toolbar leaves it in place.

On <the other user's machine>, however,
you need to do what I did and then right
click on the space where it should be
and hit "edit picture"
Then it comes up and will stay if you
close both toolbars. However in both
his and my cases, closing the template
makes it revert to the default behavior
of not showing the logos.
