Hi Willow,
Have you been using Quicken (or any other Intuit products)? There is a
known conflict that causes this phenomenon. A restart should fix it, but
read the previous post I've quoted below.

I had the same problem, in Quicken 7 IIRC, the cause was the OneClick
runtime. OneClick is used to create the pallets and toolbars that
Quicken uses.
The fix was to find the OneClick palette (in the essentials folder)
called something like 'Quicken [INTU]' and hide it away somewhere so
Quicken can't find it. You won't have the toolbars anymore.
It's really a problem with the palette created for Quicken. If you have
the full version of OneClick I think you can recreate the palettes
yourself and they should work.
In fact looking for the company that makes OneClick I found this page
