As far as I know, there is nothing available for download.
The product you're looking for, Microsoft Proofing Tools for Office 2000, is
described at
http://www.microsoft.com/office/previous/2000/worldwide/proofing.asp. From a
brief Google search, it appears that version is no longer available for sale
at any commercial site. You might try watching eBay for a while.
