Green Checked Pages in Publish Window

I use FP2002. When I publish, ALL pages, pics, etc. are
checked with green checks, but had only changed a few
pages. Thus, publishing takes forever. How can I get
only the newly updated pages checked? What am I doing
wrong. Please advise.

Did you select Changed pages only before publishing (File Publish Web)

If you change anything in your nav view or shared border they affect all pages
