greyed resize handle on figure

my secretary received document with greyed figure handles. the figure
is not locked, but wont resize (or move) with the cursor (though can
resize/move coarsely with the format picture command). when selected,
the picture toolbar comes up, so object is not in a text box. As work
around, i cut and paste-special picture (the default was a MS Office
Drawing Object), and seems to work. Just curious if anyone has
experienced similar problems. Document is compilation, and author is
too stressed to figure which co-author is originator. can forward
document to anyone interested.
