Group callouts to graphic?

The report I'm working on (Word 2000) has an Excel chart. I don't have
access to the original Excel file, and this has been inserted as a picture.
I drew some callouts over the chart graphic. I can group the callouts
together and keep them relative to one another. Is there any way I can
group the callouts to the picture to prevent separation?
