Group Contacts Help!

Our business uses Outlook Web Access and cant seem to
create a group mailing. Is it because we are using Outlook
Web Access? Is there a way to continue using Web Access
and have the ability to create distribution lists?

Exchange 2003 is the first version of OWA to support distribution lists.
