Group Policy Error

I am trying to deploy Office 2003 to a Windows XP box
using group policy. I keep getting this error message,
does anyone have any knowledge on it? I've checked a
dozen different places for permissions and nothing is
fixing it. Here is the error:

The file must be present at the location
<\\it.fhp.org\sysvol\it.fhp.org\Policies\{31B2F340-016D-
11D2-945F-00C04FB984F9}\gpt.ini>. (Access is denied. ).
Group Policy processing aborted.
