Group Suggestions, please: quarter-circle chart

I would appreciate your suggestions on various ways to create a chart
covering a segmented quarter circle. I'm hoping group members will
suggest various alternate ways to create this chart.... not a single
idea, but some options. Here's the situation.

Our HR department wants a chart that shows the status of managers
progressing up the leadership chain. They have been manually creating
charts in PowerPoint. These charts show a quarter circle, with the
center in the upper right corner.

Here's a rough version of this...
Each "n" in the diagram indicates a person's name.

The top-level leader is in the "inner ring" of the circles (upper
right). Area mgrs are in the second ring. Team leaders are in the outer
ring.

These three rings are divided into segments, with each segment showing
readiness. Ready is the topmost segment, 1-2 years is next, 3-4 years
is in the lower/right of the quarter circle. As leaders progress in
readiness, they move up into a new readiness sector.


This isn't like a scatter plot, in that there are only values for three
readiness categories and two to three leader levels. The people need to
end up in the sector of the semicircle.

I initially thought to put list boxes in each area, but I need to
format each person's name sot that women and minorities are in red.

I know there are several options open to me, including some kind of
Office automation output to Powerpoint. I would love to have
suggestions from the group, suggesting good alternatives to handle this
challenge.

There is a report in the Corp Tech Demos that places names on a report based
on values in a table http://www.invisibleinc.com/divFiles.cfm?divDivID=4.
You can use the Circle method of a report to draw circles and arcs and the
Line method to draw lines and rectangles.
