Grouping and Headers

I want to group on two fields that are a Yes/No answer. I get it to show on
the report as two sections. However, when I add a header for each of the
groupings it show me both headers over both sections. How do I get a header
for each section?

One is Board of Directors and the other is Participant's Council Members.

Currently shows

board members
participants councils

board name1
board name2
etc.

board members
partcipants councils

participants name1
participants name2
etc.
