Grouping in Word 2007

I have a jpg, several circles superimposed on top of them and some arrows. I
am trying to Group them, but the Group button remains greyed out, even with
all the objects selected. I do not understand what I am doing wrong.

Click Insert > Shapes > New Drawing Canvas. Insert your graphic items on the
drawing canvas. Now you can select them all and group them.

If you don't want the canvas, you can drag the now-grouped graphic off the
canvas, delete the canvas, and reposition the graphic.
