Groupname in Radio button not working as described

Below is an excerpt from a KB article.
My Excel 2000 is not behaving this way.
I have a worksheet with two radio buttons that have a groupname PermTemp.
When I Create a copy of the worksheet, the two new radio buttons act like
they are in the same group as the original two.
ie. Selecting any of the 4 radio buttons turns off the other three -- even
the two on the other spreadsheet!

The groupnames in the buttons on each worksheet are supposed to be mutually
exclusive. This is what I want. Why are they not working that way?

XL2000: Grouping ActiveX Option Buttons on a Worksheet
You can set the GroupName property for an option button to determine the
group for which the control is a member. All option buttons with the same
group name within a single worksheet are mutually exclusive. You can use the
same group name in two worksheets; however, doing so creates two groups (one
in each worksheet) rather than one group that includes the option buttons in
both worksheets.
