H323 Line and IP Conf Line

Can anyone explain how to use the IP Conf Line function
to dial out of Outlook instead of using the 56K Modem. Do
I need an IP Phone for this feature or may I use a
headphone and microphone to make calls.

Also what exactly is an H323 Line. It is an option under
dialing options> connect using line...
