How do I make a sketch automatically move downward to accomodate material
that is added above it?

Which version of OneNote are you using?
In OneNote 2007 Beta 2, the scketch will move down automatically, if you are
adding typed text above it.
If you are adding ink above the sketch, the text will not move down
automatically.
You can move it manually by using Insert > Extra Writing Space.

I'm using OneNote 2003. I've been told that it is the most recent released
version.

Yes, 2003 is the most recent released version.
But the by far improved version 2007 will appear together with the
other Office applications.
And at present it is available as public beta. The download is
available from the Office 2007 Beta site of MS at a nominal fee of $
1.50.

Although it's still beta and there are still bug and glitches, IMO
it's already working.
I had just started with ON 2003 and was not too deep in it. Due to its
new features ON 2007 is by far superior, so I immediately made the
move.

P.S. Unfortunately I cannot say anything on your problem in ON 2003.

I think the question is, how can you get it to automatically insert that
space. We know it can be done in OneNote 2003, as note templates for OneNote
downloaded from Microsoft have this feature.

Not we users.
Only the developers.

As far as text and annotations or several images on a page are
concerned, in ON there still is far to much of the needed
functionality missing. But will not see any improvement in so far in
the 2007 version.
