'Hand tool' for dragging a page (like in Adobe products)

Does anyone know if there's a way to invoke a function similar to
Adobe's 'Hand tool' whereby one can grab and drag a page rather than
having to use the scroll bars? Perhaps a plugin? I'm using ppt 2003
but can switch if necessary.
