can I hand write on my regular laptop or can thisbe converted to act like a
tablet pc inorder to do the handwriting?

You can write on a normal desktop or laptop but you will not be able to do
handwriting recognition unless OneNote is running on a Tablet PC. The
"writing" on a non-Tablet PC will be interpreted as a picture only and you
will not be able to convert it to text or search. OneNote uses the
handwriting recognition engine of the Tablet PC and does not contain this
feature natively.
